OPTICAL AND OPTICAL ELECTRONIC SYSTEMS. OPTICAL TECHNOLOGIES
OPTICAL MEASURING IN NONINERTIAL FRAMES OF REFERENCE Valeria Bogatyreva
New methods of measuring such parameters of accelerated motion as angular velocity, angular and linear acceleration are considered. Measuring principles are based on the fact that there are inertial forces influencing the components of an optical-mechanical devices in noninertial frames of reference (rotating or under linear acceleration) and it leads to the components displacement and a changing of beam track relative to initial track. These changes are either the sources of noise or can be used to extract useful information about parameters of device accelerate movement. An instrument for measuring angular speed was suggested in the article.

The way of accuracy increasing of the fiber optic current sensor in wide currents range is considered in this article by the closed signal processing scheme. The way of the modulator control operation by the second feedback addition in the processing scheme is also considered.

The original approach to realization of an invariant optical-electronic measuring instrument of optical non-uniform surfaces speed is considered. Distinctive feature of the considered approach is the use of a two-channel method of the image analysis with the two-way filter application. The chosen procedure of signal processing in an electronic path allows to carry out adaptive correction of signals and to exclude signal influence in one of the channels on target parameters of the measuring device.
The article is dedicated to research of the spectral qualities of disperse dyes for surface dyeing of the polymer glass lenses and dyed lenses. The spectral characteristics of the seven dye samples with different colors and their refractive indices at room temperature and temperature of dyeing are given. The relation between the dye color and the color of dyed lenses of different color intensity is established.
PECULIARITIES OF CONTINUOUS WAVE GENERATION OF Er:YLF-LASER WITH SELECTIVE PUMPING ON TERMINATE (4I13/2) AND INITIAL (4I11/2) LASER LEVELS Dmitry Sachkov
The current work presents the results of theoretical study of spectral and energy characteristics of Er:YLF-laser in dependence on up-conversion parameters of 4I11/2 and 4I13/2 levels and the pumping scheme. The theoretical model developed in this work can be used for other erbium crystals.

Accumulation influence of refusals of network adapters and highways (switchboards) on decrease in communication possibilities of typical structures of computer systems with reservation of communication means is analyzed; negative influence of refusals of network adapters on loading equilibration of the communication system, reducing its productivity, is shown.

Investigation results of cooperative phenomena in complex networks have been presented. Genetic algorithm has been developed for simulation of the evolution processes in complex networks. Transient processes taking place during the evolution have been analyzed. Several regularities appearing in the process of the network optimization have been found.

Possibilities and advantages of the audio data compression with the application of wavelet-transformations are considered in the article. Problems of the existing sound compression methods are revealed, ways of wavelets introduction into algorithms of compression are analyzed, the scheme of compression of the audio data on the basis of adaptive orthogonal transformations is offered.
HALF FORMALIZED MODELS PACKAGE OF A MOBILE TELEMEDICAL COMPLEX Sergey Goldstein, Ekaterina Malysheva
The article is devoted to creation of a half formalized models package of a mobile telemedical complex in the form of conceptual, structural and algorithmic models. Their description is presented in the form “How it should be”. The purpose of modeling is consulting support at the solution of problem situations during the organization of medical aid.

A new method for parametrical identification of an inertia tensor matrix for solid bodies on a semi-program precession is offered. A non-uniform spherical biaxial motion with linear holonomic connection between two angles of rotation and double-turn corner of own rotation is used. It contains a stage of the slowed down movement and a stage of the return symmetric accelerated motion, where one stage can be chosen as non program, and another one- under the program based on the first stage. The inertia moments of a body relative to five positions of an instant axis are defined. The sixth one is defined relative to rotation about a fixed axis.

THE DEVELOPMENT OF SMALL ANGULAR FLUCTUATIONS OSCILLATOR Margarita Buslaeva
Oscillator is a physical oscillating system. This article presents the parameters design and calculation results of the small angular fluctuations oscillator. The types of elastic suspensions for moving parts of the system are considered during research, in this case – a steel disc; recommendations on their choice and calculation are given, and also the choice and the basic computational relations for oscillator electric device development are presented. The described oscillator development was conducted as a part of research work on modulation flame detector design – high-speed flame detection device.

INFORMATION RELIABILITY AND CONSISTENCY SUPPORT OF THERMODYNAMIC FUNCTIONS AND DATABASES Slobodov Alexander A, Alexander Sochagin, Ekaterina Kacher, Dmitry Kremnev
The approach to the description of substances thermodynamic functions by means of orthogonal representation is suggested. The corresponding method is developed and thermodynamic description of isobar heat capacities temperature dependence is constructed. Its higher efficiency is shown in comparison with traditional approaches - both from formal positions of the mathematical and thermodynamic description and from the point of view of received results reliability. The method for coordinated description of low- and high-temperature thermodynamic data is also suggested (for heat capacity, enthalpy, etc.). The combination of these approaches allows receiving the most authentic description of substances thermodynamic properties. The thermodynamic database for a wide range of substances, realized in a corresponding software-information complex, is constructed.

Recently the country house building has wide distribution because of the city infrastructure expansion and growth of country real estate building. Questions of energy saving and audit of a private sector of low building in the conditions of constant rising of prices for energy carriers are the most important questions. Modern methods of building structures research concerning conformity of their thermal physical properties to normative values are considered in this article. Heat-shielding properties estimation method of low building walling on the basis of thermal imaging inspections as express method for revealing the latent defects of a thermal protection is offered.

TETRAHEDRAL AND SURFACE TRIANGULAR MESH GENERATION TECHNIQUES Alexander Danilov
A brief review of geometry definition methods and non-structured tetrahedral meshes construction is represented. Several techniques for tetrahedral and surface mesh generation are discussed. Four different approaches are proposed for surface mesh generation: analytical boundary parameterization, interface with CAD systems, surface mesh refinement, and constructive solid geometry. A combination of two techniques is proposed for volume meshing.

Modern approaches of «System on chip» (SoC) designing are considered in the article. SoC is defined as a design technology, distinctive tags of this technology are noticed, defects of traditional design flows, including PLD/FPGA-flows, are indicated. The main directions of design methods and flows development for SoC are defined, the common structure of effective process of SoC-designing is considered. The common description of entire/electronic system level (ESL), its sublevels and data about applied design language and tools are given. In conclusion, SoC perspectives are estimated, the most important problems in this technology, demanding to be researched, are specified.

MODELING OF KIROV REGION ECONOMY BY PARALLEL PROGRAMMING TECHNOLOGIES Nickolai Olenyov, Anna Fetinina
Modeling of complicated economic systems represents creation of dynamic models containing a considerable quantity of parameters. It is convenient to use parallel calculations by scanning a grid of intervals for required parameters for identification of such models. Model verification occurs on statistical time series of economic macroindexes. Adequacy of model is estimated on the basis of maximization of convolution of affinity criteria for calculated and statistical data. The parallel program for model identification is written on C++ language with the use of the message passing interface (MPI) and is realized on the Vyatka State University cluster supercomputer. On the base of identified model some scenarios of economic development for Kirov region are counted. They allow making estimation for economic situation in regional economy.

The possibility of using the regressive analysis for valuation of potential competitiveness of the Russian war industry products was considered. The dependencies for coefficients of scales determination, which are used for valuating exponent indexes of technical level and economical exponents, were received.
